Job Description:
The Senior Rates & Regulatory Analyst or Lead Rates & Regulatory Analyst will serve as a member of the Duke Energy Indiana rate department. This person will be involved in setting retail and wholesale rates for the electric utility. Familiarity with electric utility rate structures is highly desired. The Senior Rates & Regulatory Analyst would assist other team members in rate analysis and execution; the Lead Rates & Regulatory Analyst would be managing, or owning, the rate analysis and execution process.
This position will be based in Plainfield, IN. This position will report to a manager/director but will work in a matrixed environment for increased career growth and diversity.
Responsibilities
Senior Rates & Regulatory Analyst
General responsibilities: Provide regulatory support for Duke Energy Indiana rate initiatives, including retail and joint owner transmission agreements.
- Assist in cost recovery processes related to retail riders/trackers; prepare related worksheets, schedules, support Duke Energy Indiana witnesses in various ways such as responding to discovery requests.
- Prepare regulatory filings, special studies, and analyses in support of regulatory filings and agreements.
- Assist in retail rate case activities to accomplish appropriate cost recovery for Duke Energy Indiana, including research, data gathering, preparing related worksheets, schedules, and providing support for expert witnesses.
- Understand and comply with state and federal regulatory requirements related to electric rates.
- Work with internal stakeholders, as needed, providing necessary information and answering questions.
- Assist in the communication of regulatory and cost recovery concepts to both internal and external audiences.
- Prepare various rate reports and statistical reports
- Administrative tasks as assigned
Lead Rates & Regulatory Analyst
General responsibilities: Lead regulatory support efforts for Duke Energy Indiana rate initiatives, including retail and joint owner transmission agreements.
- Prepare, or coordinate preparation of, cost recovery processes related to retail riders/trackers ensuring that testimony, attachments, workpapers and proposed orders are accurate, complete and in compliance with regulatory requirements.
- Support Duke Energy Indiana witnesses in various ways such as responding to discovery requests, drafting testimony to be filed with the Indiana Commission and providing witness support at Commission hearings. Potential to develop into witness role.
- Participate in or lead general rate case activities to accomplish appropriate cost recovery for Duke Energy Indiana, including research, data gathering, preparing related worksheets, schedules, and providing support for expert witnesses.
- Support preparation of special studies and analysis in support of rate filings, annual customer/contractual agreements, regulatory strategy development, and rate case planning.
- Work across organization to gather information to support regulatory filings; review data received for reasonableness and ask questions as needed.
- Work with internal and external stakeholders, as needed, providing necessary information, and answering questions.
- Effectively communicate regulatory and cost recovery concepts to both internal and external audiences. Respond to internal questions related to rates, cost recovery, and regulatory filings. Work with stakeholders to assess recovery potential of proposed projects and programs and rate recovery methods.
- Consult/advise Accounting, Forecasting, and business units as necessary on rate accounting matters and modeling of projected rate outcomes.
- Various other duties, as assigned, which could include (but are not limited to) analyzing and updating customer price communications for selected riders, modeling of various scenarios for use in rate case or rate settlement processes, and assisting with new rider or deferral requests.
Basic/Required Qualifications

Senior Rates & Regulatory Analyst
- Bachelor's degree in accounting, finance, business, mathematics or other related degree
- In addition to bachelor's degree, four (4) years minimum of related work experience
Lead Rates & Regulatory Analyst
- Bachelor's degree in accounting, finance, business, mathematics or other related degree
- In addition to bachelor's degree, six (6) years minimum of related work experience
Desired Qualifications
Senior Rates & Regulatory Analyst
- Demonstrated effective analytical and problem-solving skills
- Attention to detail, including identification of irregularities in data and commitment to high level of accuracy
- Proficient in Microsoft Products: Excel, Word, and PowerPoint; ability to develop and use data-driven, complex spreadsheets.
- Strong written and verbal communication skills
- Ability to verbally explain calculations and filings to others
- Good time management and organization skills; ability to meet deadlines and work with minimal supervision, seeking guidance from teammates.
- Ability to foster good relationships with teammates and others throughout the Company. Ability to work within a matrixed environment.
- Regulated industry work experience
- Exposure to or familiarity with the FERC Uniform System of Accounts
- Previous experience in regulatory accounting or experience in Duke Energy Indiana accounting
- Rate case support experience
- MBA or CPA. Public accounting or internal auditing experience.
- Familiarity with Peoplesoft Financial System, exposure to PowerPlan Fixed Asset system, knowledge of other Duke financial systems and tools such as SAP.
- Strong interpersonal communication skills: ability to influence others, gain support of proposals and recommendations
- Strong time management skills, ability to effectively enlist the support of others in meeting deadlines
- Strong analytical skills; ability to recognize trends and irregularities in complex calculations and explain variances by researching and identifying relevant, underlying causes of changes in results
- Willingness to assist the Rate department with new assignments.
Lead Rates & Regulatory Analyst
- Four year degree from accredited university, preferably in accounting, finance, data science, business analytics, economics
- Demonstrated effective analytical and problem-solving skills. Ability to recognize trends and explain variances; perform basic financial analysis; understand basic principles of ratemaking; and research proper ratemaking.
- Attention to detail, including identification of irregularities in data and commitment to high level of accuracy, quality, and self-review.
- Strong proficiency in Microsoft Excel; including ability to develop and use large, complex spreadsheets and related functions and formulas. Proficient in Word and PowerPoint.
- Strong written and interpersonal communication skills
- Ability to verbally explain calculations and filings to others
- Good time management skills; ability to meet deadlines and work independently with minimal supervision.
- Ability to foster good relationships with teammates and others throughout the Company. Ability to work within a matrixed department.
- Electric utility work experience

Working Conditions
- M - F
- Office environment with “neighborhood seating” (with opportunity to work remotely as circumstances allow – up to 2 days a week usually Monday and Fridays) with extensive use of a computer.
- Office located in Plainfield Indiana
- Extended hours may be required to meet deadlines, especially in periods of rate cases
- Local travel - 5%
- Hybrid mobility classification - work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to a Duke Energy facility.
