10:45 to 11:45 AM     Way beyond digital: the OECDs overhaul of the international tax rules (Bob Stack)

The taxation of the digital economy was Action 1 in the BEPS project          which concluded in 2015. The BEPS report on the digital economy did        not satisfy many jurisdictions around the world that were under                    enormous political pressure to tax the digital giants – many of which are  US multinationals. Fast forward four years, and a debate that started out focused on “digital companies” has morphed into a set of global initiatives centered at the OECD that would apply to all companies that conduct cross-border activities– whether they might be thought of as digital businesses or not. All options under active consideration would change the permanent establishment rules in current treaties and the amount of taxable income that cross-border businesses would be required to report in market countries. In this session, the presenters will examine the proposals under consideration and the state of play at the OECD with respect to these proposals. Presenter will also discuss the myriad of unilateral approaches that countries are undertaking even before the completion of the OECD work.

PROGRAM LEARNING OBJECTIVES

Upon completion of the program, participants should:

  • Understand the lease accounting rules
